  • [1] The EU's Open Source Observatory project. The EU as an enabler, and an organisation itself, is engaging with this agenda. It has used some OS application internally, such as a Christams e-cards app, to raise internal awareness. It also offer's its basic public consultation platform - IPM. IPM (Interactive Policy Making) is an Internet-based software package aiming at the creation, launch and analysis of replies of online questionnaires.
